Climate Change Committee Chair questioned on energy efficiency

The Business, Energy and Industrial Strategy Committee is to question Lord Deben, Chair of the Committee on Climate Change, and Philip Graham, Chief Executive of the National Infrastructure Commission, as part of its energy efficiency inquiry.

Purpose of the session

The session will also hear from the CBI, the Mineral Wool Insulation Manufacturers Association (MIMA), Hermes Investment Management and the UK Green Building Council (UKGBC).

The Committee on Climate Change was established to provide advice to Government on how to build a low-carbon economy and prepare for climate change. Lord Deben is likely to face questions on the importance of energy efficiency in meeting carbon budgets, whether current targets need strengthening and how retrofitting and new builds can contribute to decarbonisation.

Philip Graham is set to be asked about the Government's policy on energy efficiency in the context of national infrastructure priorities, while the third panel will focus on energy efficiency in the commercial sector and links with productivity.

The Committee's inquiry is examining the Government's overall approach to delivering energy efficiency improvements to buildings and whether it is showing enough ambition in encouraging homeowners, businesses and landlords to upgrade.
