In 2014, the then Government announced that it would launch a review of the UK's systems of product recall and product safety. This followed several fires where electrical goods were identified as the initial source of ignition. In February 2016, Lynn Faulds Wood published her review, which the Government had commissioned. Since the review there have been several further high profile fires and a continuing trend of incidents where electrical goods were identified as the cause.

In view of the fragmented nature of the existing system and the slow pace of change, the Committee recommend that the Government should carry out and publish a cost benefit analysis of the options for reallocating and concentrating existing resources, both centrally and locally, with a view to combining into a single national product safety agency.
