Union representatives discuss prison management

16 April 2018

The Welsh Affairs Committee continue their inquiry into prison provision in Wales with a session featuring trade union representatives of prison governors, prison staff and the probation service.

This session looks at the key issues affecting the management of prisons from the perspective of the individuals tasked with running them.

Staffing shortages

Several penal charities have highlighted the issue of overcrowding in Welsh prisons. Data gathered by the Prison Service suggest that four of the five prisons in Wales are overcrowded, although the measures for recording prison capacity vary. Napo, a trade union with expertise on probation, has suggested that prison overcrowding is only part of the prison problem, where staffing shortages have also affected the ability of prison and probation services to operate effectively.

This session examines whether the Welsh criminal justice system has the necessary staffing levels and quality of training to provide an effective rehabilitation regime for Welsh prisoners. It will consider how factors such as prison size affect performance and investigate the current levels of training to support Welsh language prisoners.
