Committee asks for views on EU Port Regulation

17 February 2016

In 2013 the European Commission proposed a Regulation about market access to port services, port charges and financial transparency.  The proposals would adversely affect the UK ports industry, since, unlike most European ports, UK ports are largely privately owned and operated, and the proposals do not take adequate account of this. The European Scrutiny Committee of the House of Commons has questioned the need for a Regulation at all.

In the light of its importance, the Committee has been monitoring the Council and European Parliament discussions of the proposal. The European Parliament's Transport and Tourism Committee has proposed amendments to the Commission's proposals and they will go forward for discussion with the Council.

The European Scrutiny Committee is consulting the ports employers and trade unions about their view of the latest developments. The Committee would also welcome the views of the wider public.

The background to the proposals can be found in Chapter 1 of the Committee's 23rd Report. This report links to earlier Committee work on the subject.
