Treasury Minister to be quizzed on carbon border adjustment mechanisms

In the final session of its inquiry on carbon border adjustment mechanisms (CBAMs), the Environmental Audit Committee will hear from the Financial Secretary to the Treasury, Lucy Frazer.

The previous two evidence sessions exploring CBAMs heard from academics, climate focussed organisations, energy intensive sectors, the British Standards Institution and Make UK. The Committee explored the pros and cons of a CBAM, and what complementary measures could be implemented to ensure a successful CBAM.

Among the issues likely to be discussed on Wednesday are:

  • How the Treasury is addressing the risk of carbon leakage;
  • What is being done to tackle consumption emissions from imports;
  • Opportunities to integrate carbon leakage policies internationally through Free Trade Agreements;
  • Stakeholder engagement on anti-carbon leakage policies;
  • The potential impact on the UK of the proposed EU CBAM.
