Committee to question academics on retained EU law reform

On Wednesday 6 December, the European Scrutiny Committee will hear evidence from academic legal experts on the process of reform to retained EU law (REUL).

Giving evidence will be academics from UK in a Changing Europe, the British Institute for International and Comparative Law, and the universities of Strathclyde and Aberdeen.

The Retained EU Law (Revocation and Reform) Bill was passed in July 2023. The bill allows for specific retained laws, listed in Schedule 1 to the Bill, to be revoked at the end of the year. The Bill will also abolish the principle of supremacy of EU law by the end of 2023.

MPs are likely to ask witnesses for their assessment of the speed and extent of REUL reform so far and whether they anticipate any change to the degree of REUL reform during the rest of the current Parliamentary session.

They may also ask what impact of the automatic revocation of certain laws by the end of 2023 is likely to have on the UK, and how easily the Government’s use of REUL Act powers can be scrutinised.
