Committee considers right to be heard challenges

The Committee on the High Speed Rail (Crewe - Manchester) Bill has heard three ‘right to be heard’ challenges against petitions submitted against the Bill.

If the promoter of a Bill believes that a petitioner against the Bill is not directly and specially affected by the Bill, it can challenge that petitioner’s right to be heard by the Committee on the Bill. When this happens on a hybrid bill, a hearing is held before the Select Committee where both the petitioner and promoter can make their case as to why the petition should, or should not, be considered. The Committee then makes a decision on whether the petitioner will be heard.
On Tuesday 7 March, the Committee heard right to be heard challenges against the following petitions:
- Angela Rayner MP, Andrew Gwynne MP, Jonathan Reynolds MP (HS2-123)
- Graham Stringer MP (HS2-088)
- Domestic Doggess (HS2-045)
