Background

On 12 September 2017 the Examiners of Petitions for Private Bills met to assess whether the Bill should be treated as a hybrid bill and, if so, whether the Promoter had complied with the requirements of the Standing Orders of both Houses. They reported that the Bill should be treated as a hybrid bill and that of the Private Business Standing Orders which were applicable the following Standing Orders had not been complied with: Standing Orders 4, 4A, 10, 10A, 11, 12A, 13, 27, 27A, 33, 34, 36, 39, 41, 42, 43, 45 and 47 have not been complied with. Their report was referred to the Standing Orders Committees of both Houses.

Outcome

The Lords Committee met (in public) at 12.45 pm on 21 November 2017 to decide what action to take in relation to the Standing Orders which have not been complied with. Two statements of fact were received. One on behalf of the Secretary of State and one on behalf of the Independent Residents' Madeley Action Group Against HS2.
